(d) Any individual whose visa was marked revoked or marked canceled because of Government Order 13769 of January 27, 2017 (Protecting the Nation from Overseas Terrorist Entry into the United States), shall be entitled to a travel doc confirming that the person is permitted to travel to the United States and search entry under the terms and conditions of the visa marked revoked or marked canceled.
In Govt Order 13780 of March 6, 2017 (Defending the Nation from Foreign Terrorist Entry into the United States), on the recommendations of the Secretary of Homeland Safety and the Attorney Normal, I ordered a worldwide review of whether, and in that case what, additional info would be needed from every foreign nation to evaluate adequately whether or not their nationals looking for to enter the United States pose a safety or security threat.
(c) However the method described above, and in step with the method described in part 2(f) of Executive Order 13780, if the Secretary of Homeland Safety, in session with the Secretary of State, the Attorney Normal, and the Director of Nationwide Intelligence, determines, at any time, that a country meets the requirements of the baseline described in section 1(c) of this proclamation, that a rustic has an sufficient plan to provide such data, or that one or more of the restrictions or limitations imposed on the entry of a country’s nationals are not mandatory for the safety or welfare of the United States, the Secretary of Homeland Safety might recommend to the President the elimination or modification of all or any such restrictions and limitations.
(h) Part 2(e) of Government Order 13780 directed the Secretary of Homeland Safety to “undergo the President a list of countries really helpful for inclusion in a Presidential proclamation that would prohibit the entry of appropriate classes of foreign nationals of countries that haven’t provided the knowledge requested until they achieve this or until the Secretary of Homeland Security certifies that the country has an sufficient plan to take action, or has adequately shared data via other means.” On September 15, 2017, the Secretary of Homeland Security submitted a report back to me recommending entry restrictions and limitations on certain nationals of 7 countries decided to be “inadequate” in offering such info and in light of other components discussed in the report.
But till they satisfactorily address the identified inadequacies, I’ve determined, on the idea of recommendations from the Secretary of Homeland Security and different members of my Cupboard, to impose certain conditional restrictions and limitations, as set forth extra totally under, on entry into the United States of nationals of the nations identified in section 2 of this proclamation.
